Có được kim ngạch xuất khẩu trên theo ông Trường là do trong 6 tháng đầu năm, ngành dệt may vẫn còn có một nguồn hàng kéo lại, đó là các sản phẩm khẩu trang và PPE (trang bị bảo hộ cá nhân) nói chung.
Điều này giúp các cơ sở sản xuất của Tập đoàn chưa bị lâm vào tình trạng thiếu việc làm trầm trọng, vẫn có thanh khoản tốt do bán hàng khẩu trang và PPE chủ yếu thu tiền trực tiếp, kể cả ứng trước. Thêm vào đó, đơn giá thời gian đầu cho xuất khẩu các sản phẩm này tương đối hiệu quả.
Ngược lại, tình hình của ngành sẽ khác rất nhiều đối với 6 tháng cuối năm. Phân tích của Vinatex cho rằng, thị trường và nhu cầu PPE đang và sẽ thu hẹp rất nhanh.
Đã có những dấu hiệu cho thấy nhu cầu này sẽ gần như trở về mức cầu bình thường từ tháng 9/2020. Trong khi đó tại Việt Nam, việc các nhà sản xuất ồ ạt lao vào mặt hàng này trong giai đoạn vừa qua đã dẫn tới nguồn cung lớn hơn cầu. Giá cả đã tới giới hạn của chi phí. Mặt hàng PPE không còn dễ tiêu thụ và mang lại hiệu quả. Việc trông đợi vào nhu cầu PPE như 6 tháng đầu năm là không còn thực tế.
Dịch bệnh trên thế giới có giảm tốc nhưng chưa chấm dứt và cũng không ai có thể đưa ra dự báo về thời điểm các hoạt động xã hội sẽ trở lại bình thường. Các quốc gia đưa ra lệnh chấm dứt giãn cách, không bắt buộc sử dụng khẩu trang nữa nhưng việc làm và thu nhập của người dân vẫn chưa phục hồi. Điều này có tác động quan trọng và khiến mức cầu hàng hóa tiêu dùng chưa thể trở lại.
Hơn nữa, hành vi tiêu dùng sau đại dịch COVID -19 đã thay đổi đáng kể. Các khảo sát gần đây trên cả thị trường quốc tế (do Deloitte thực hiện) và trong nước (do Tập đoàn thực hiện) đều cho chung một nhận định: ưu tiên về dược phẩm, thực phẩm và gửi tiền tiết kiệm là những ưu tiên hàng đầu của mọi người.
Quần áo tuy vẫn có vị trí thứ 4 trong danh mục ưu tiên nhưng sau tiết kiệm. Do đó ngân sách dành cho hàng may mặc rất hạn chế. Xu thế tiêu dùng ít đi, sử dụng các mặt hàng cơ bản nhiều hơn, hạn mức mua sắm thấp đi, … sẽ chi phối thị trường thời trang trong thời gian tới.
Việc tổng cầu giảm sẽ đẩy cuộc cạnh tranh giữa các quốc gia sản xuất dệt may trở nên khốc liệt hơn. Giá thấp hơn, áp lực của người mua lớn hơn. Đặc biệt là trong 6 tháng đầu năm vừa qua, do Việt Nam không bị ngừng sản xuất như Trung Quốc hay Bangladesh vì cách ly xã hội, nhờ đó thị phần của dệt may Việt Nam tại Mỹ và EU đã tăng lên. Vì thế, cuộc chiến giành lại thị phần sẽ diễn ra gay gắt trong thời gian tới.
Xuất khẩu có nguy cơ giảm tới 40%
Từ những phân tích trên, Vinatex dự báo, 6 tháng cuối năm thị trường xuất khẩu có nguy cơ giảm tới 30-40% so với năm trước. Giá bán cũng sẽ chịu áp lực giảm. Thời gian thanh toán kéo dài hơn, áp lực dòng tiền lớn hơn sẽ là chủ đề chi phối hoạt động của doanh nghiệp. Việc làm không đủ cho toàn bộ hệ thống, thấp hơn cả mức có thể san sẻ của người lao động cho nhau để duy trì 100% việc làm.
Do đó, lãnh đạo Vinatex cho rằng, doanh nghiệp cần tập trung thực hiện nhiều giải pháp trọng tâm trong 6 tháng cuối năm. Tình hình thị trường của tất cả các sản phẩm trong chuỗi cung ứng dệt may đều khó khăn, tuy nhiên những sản phẩm cơ bản sẽ có nhu cầu cao hơn. Vì vậy, cần triển khai giải pháp để có thể phục vụ được các mặt hàng cơ bản cho khách hàng và chấp nhận phương án sản xuất linh hoạt, không chuyên môn hóa trong ngắn hạn.
Đồng thời tổ chức sản xuất trên cơ sở đội ngũ được thanh lọc, tinh nhuệ, đúng khu vực tạo ra giá trị. Tiếp tục tập trung tiết kiệm chi phí, nâng cao năng lực cạnh tranh. Chấp nhận cạnh tranh và sản xuất trong điều kiện khó khăn để duy trì hệ thống.
Cần triển khai giải pháp để có thể phục vụ được các mặt hàng cơ bản cho khách hàng và chấp nhận phương án sản xuất linh hoạt, không chuyên môn hóa trong ngắn hạn.
Mặc dù quy mô của thị trường nội địa nhỏ (chỉ chiếm 10% đối với năng lực của ngành), do vậy không thể là giải pháp cho giải quyết việc làm. Tuy nhiên, vẫn cần được quan tâm như là một giải pháp cho tâm lý người lao động, khích lệ tinh thần sử dụng hàng Việt Nam.
Bên cạnh đó, tiếp tục kiến nghị Chính phủ cho miễn bảo hiểm xã hội, công đoàn phí năm 2020. Có chính sách hỗ trợ tín dụng cho doanh nghiệp tại các ngân hàng. Giãn, hoãn các khoản phải nộp của doanh nghiệp.
“12 tháng tới đây sẽ là cuộc thử lửa khốc liệt đối với các doanh nghiệp, trong đó có các doanh nghiệp dệt may. Vượt qua được 12 tháng tới, chúng ta mới có cơ hội để tiếp tục phục hồi và phát triển, đồng thời cũng là sự khẳng định năng lực của các doanh nghiệp còn tồn tại. Tỉnh táo – Sáng tạo – Đoàn kết – Phản ứng nhanh sẽ là chìa khóa thành công trong thực hiện nhiệm vụ của 12 tháng tới”, ông Trường nhấn mạnh.
Đại diện Vinatex cũng lưu ý, không có lời giải chung cho các doanh nghiệp, mà mỗi doanh nghiệp sẽ cần có lời giải của riêng mình, phù hợp với mình để từng bước vượt khó khăn.

Exports are at a risk of up to 40%
From the above analysis, Vinatex is forecasted that the last 6 months of the export market are at 30-40% at risk of up to 30-40% compared to the previous year.
